- this includes all players drafted by MLB teams in June, any player signed by an MLB team before the draft who hasnt played in an MLB game including foreign players like J2 international signings or from Japan/Korea etc

- this means players like Jasson Dominguez NYY (J2 international signing), Yoshimoto Tsutsugo TB (Japan signing), Shogo Akiyama CIN (Japan Signing), Shun Yamaguchi TOR (Japan signing) are eligible to be selected in the New Player Draft.

- this also means Josh Lindblom is NOT able to be selected because he has played in the MLB before. He would need to be free agent waiver pick up (cant do it at this time)
